The Textured Hair Licensing Act HB0788
​
The Natural Hair Professionals Coalition (NHPC) is leading the legislative effort to advance the Textured Hair Licensing Act, sponsored by State Representative Carol Ammons, A NEW BILL designed to create fair, culturally competent, and industry-relevant licensing standards for natural and textured hair professionals in Illinois.
​
For too long, textured hair care has been overlooked in traditional cosmetology education and regulation. This legislation addresses that gap by recognizing textured hair as a specialized discipline with its own training and professional pathway in CIRROLOGY.

The Act will:

Establish a Non-Chemical Textured Hair License

Promote consumer safety and professional standards

Expand equitable access through apprenticeships and alternative pathways

Honor the cultural significance of textured hair care
This initiative is about more than licensing—it’s about protecting the clients who entrust us with their hair care, as well as equity and an opportunity for natural hair professionals that aligns with THE CROWN ACT.

Legislative Update: HB3356​​
The Natural Hair Professionals Coalition (NHPC) would like to share an important update regarding House Bill 3356 (HB3356).
​
While HB3356 is no longer being pursued, we are excited to announce that Representative Carol Ammons is working in partnership with the NHPC leaders to develop new, forward-thinking legislation to better serve the needs of natural and textured hair professionals across Illinois.
​
This new effort focuses on creating a Textured Hair Licensing Act, a first-of-its-kind initiative that establishes a dedicated, culturally competent licensing pathway for non-chemical textured hair services. Illinois is positioned to become a national leader in recognizing textured hair as a specialized profession, setting a precedent for other states to follow.
The NHPC is proud to be part of this collaborative process and remains committed to advocating for policies that ensure equity, access, and professional recognition for natural hair professionals.
